يُعدّ النادي السياحي الجزائري (Touring Club of Algeria) صرحاً عريقاً في المشهد الجزائري والعربي؛ فمنذ تأسيسه في 7 أكتوبر 1963 بموجب مرسوم رئاسي كرّسه جمعيةً وطنية ذات النّفع العام، اضطلع النادي بدور ريادي في خدمة المواطن الجزائري وتنمية قطاعي السياحة والتنقل. ولم يتأخر إشعاعه الخارجي، حيث انضم في عام 1964 إلى التحالف الدولي للسياحة (AIT) ليرسّخ حضوره الدولي مبكراً.

ومع مطلع عام 1980، خطا النادي خطوة استراتيجية بتحوّله إلى متعامل سياحي وطني (Tour Operator)، مطوّراً نشاطات تنظيم الرحلات والأسفار للمواطنين واستقبال السياح والوفود. ولم تقتصر خدماته على الجانب السياحي؛ فبين عامي 1988 و1991، أطلق النادي خدمة المساعدة على الطرقات عبر مصلحة«Touring Assistance»، وهي التجربة التي تكللت لاحقاً في عام 2007 بتأسيس شراكة مع إحدى كبرى شركات التأمين تحت اسم «Algeria Touring Assistance».

وشهد عام 1995 نقلة نوعية في هيكلته، حيث باشر بإنشاء فروع متخصصة شملت مجالات السياحة، والنقل الطرقي بأسطول تجاوز المائة مركبة، والتمثيل التجاري لنحو عشر شركات طيران دولية. وبالتوازي مع هذا التوسع التجاري، واصل النادي أداء مهامه التاريخية المتمثلة في إصدار رخص السياقة الدولية دون انقطاع منذ نشأته. وفي العام نفسه، انضم النادي، رفقة قائمة نوادي التحالف الدولي للسياحة (AIT)، إلى الاتحاد الدولي للسيارات (FIA) بصفة عضو مشارك متخصص بكفاءة التنقل الحركي (Mobility)

السلامة المرورية، أولوية أولويات النّادي السّياحي الجزائري

بحلول عام 2010، وباستناده إلى خمس شركات فرعية ضمنت له التمويل الذاتي والاستقلالية المالية، أعاد النادي السّياحي الجزائري تركيز جهوده وموارده على مهام النّفع العام؛ لا سيما ترقية السياحة البيئية، وأنشطة الهواء الطلق، وبشكل جوهري، ترقية الوقاية والسّلامة عبر الطرق.هذا وانخرط النادي بفعالية في «عقد العمل من أجل السلامة على الطرق (2011-2020)» الذي أقرته منظمة الأمم المتحدة، وكذا برنامج الاتحاد الدولي للسيارات «FIA Action for Road Safety». وبفضل استحداث لجنة دائمة للأمن والوقاية المرورية، نظّم النادي بين سنتي 2012 و2020 قرابة 60 مبادرة وحملة توعوية عبر أكثر من 40 ولاية بالقطر الجزائري، ناسجاً شبكة شراكات وثيقة مع الجمعيات المحلية للسلامة المرورية، ليتّحد الجميع يداً بيد في مجابهة آفة حوادث الطرقات.

ومع مطلع عام 2020، عاش النادي السياحي الجزائري مرحلة صعبة إثر جائحة كوفيد-19، حيث فُرضت عليه فترة ركود طويلة ناجمة عن التداعيات المباشرة للأزمة الصحية على نشاطات فروعه الأساسية، لاسيما في مجالي السياحة والنقل الجوي. أمّا اليوم، يستعيد النادي كامل عافيته ونشاطه متجاوزاً آثار الجائحة، ومستعداً للانخراط بحزم من جديد في «عقد العمل للأمم المتحدة من أجل السلامة على الطرق 2021-2030»، والمشاركة الفاعلة في برامج الدعم الصادرة عن الاتحاد الدولي للسيارات، وفي مقدمتها مبادرة التنقل الآمن للجميع ولمدى الحياة (Safe Mobility for All and for Life – SM4A4L).

كما يتطلع النادي لتعزيز التعاون والشراكة مع نوادي منطقة الشرق الأوسط وشمال إفريقيا المنضوية تحت مظلة مجلس «MENA Council» للاتحاد الدولي للسيارات، وذلك من خلال بلورة مشاريع ومبادرات مشتركة رائدة تُعنى بالسياحة، والتنقل المستدام، والوقاية والسّلامة المرورية.

إن مسيرة النادي السياحي الجزائري ليست مجرد سجل لسنوات خلت، بل هي عهد متجدد مع الوطن والمجتمع؛ عهدٌ يستلهم من إرث الستينيات العريق ليواكب رهانات المستقبل وتطلعات الأجيال الصاعدة. فبين روح الاستكشاف السياحي والحرص الدائم على سلامة الأرواح في كل مسار، يواصل النادي رسالته النبيلة حاملاً شعار الأمان، والتنمية، والمسؤولية المجتمعية على الدوام.

The Touring Club of Algeria (TCA) stands as a landmark institution across the Algerian and regional landscape. Founded on October 7th, 1963, by presidential decree as a national public-utility association, the club has played a pioneering role in serving citizens and advancing the nation’s tourism and mobility sectors. Its international reach developed early, joining the International Touring Alliance (Alliance Internationale de Tourisme – AIT) in 1964 to anchor its global presence.

By early 1980, the club took a strategic leap forward by evolving into a national Tour Operator, organizing travel services for Algerian citizens and welcoming international tourists and official delegations. Its portfolio quickly expanded beyond leisure: between 1988 and 1991, it introduced roadside assistance services through “Touring Assistance”, an initiative that culminated in 2007 with a joint-venture alongside a major insurer under the name “Algeria Touring Assistance”.

The year 1995 marked another major structural milestone. TCA established specialized subsidiaries spanning tourism, road transport, operating a fleet exceeding 100 vehicles, and commercial representation for nearly ten international airlines. Throughout this commercial expansion, the club continued its core civic duty of issuing International Driving Permits (PCI), a service delivered without interruption since its inception. That same year, alongside fellow AIT clubs, TCA joined the Fédération Internationale de l’Automobile (FIA) as an associate member focused on mobility.

Road Safety: A Top Priority

By 2010, backed by five self-sustaining subsidiaries that guaranteed its financial independence, The Touring Club of Algeria refocused its resources on public-interest missions: promoting ecotourism, outdoor leisure, and, most critically, road safety and accident prevention.

TCA committed fully to the United Nations Decade of Action for Road Safety (2011-2020) as well as the “FIA Action for Road Safety” initiative. Spearheaded by its Permanent Committee for Road Safety and Prevention, the Club rolled out nearly 60 campaigns across more than 40 provinces (wilayas) between 2012 and 2020, building strong partnerships with local road-safety associations to tackle traffic hazards collectively.

In early 2020, the COVID-19 pandemic brought significant headwinds, halting key operations across tourism and aviation. Today, the club has rebounded with renewed vigor, ready to engage proactively in the UN Decade of Action for Road Safety (2021-2030) and participate in FIA global programs, such as the Safe Mobility for All and for Life (SM4A4L) initiative.

Looking ahead, TCA aims to strengthen strategic ties with fellow FIA Clubs across the region under the FIA MENA Council, co-developing forward-looking projects in sustainable tourism, clean mobility, and road safety.

The story of the Touring Club of Algeria is far more than a record of past achievements; it is an ongoing commitment to the country and its communities. Drawing on the heritage of its 1960s founding while answering the aspirations of rising generations, the Club continues to unite the spirit of travel with the preservation of human life, guided always by safety, sustainable development, and social responsibility.
