FIA Region I/European Bureau welcomes the Automotive Package

    17 December 2025

Brussels, 17 December 2025 — FIA Region I/European Bureau welcomes the Automotive Package announced by the European Commission, which sets out a comprehensive approach to the future of mobility in Europe. The Package introduces a combination of regulatory adjustments, demand-side measures, industrial support, and administrative simplification. We welcome the Commission’s proposal to enable multiple technologies for decarbonisation, including the continued market co-existence of plug-in hybrids, range extenders, mild hybrids, electric vehicles, and hydrogen vehicles beyond 2035. This approach reflects the principle of technological neutrality, which FIA has consistently advocated for, ensuring that innovation and consumer choice remain at the heart of Europe’s mobility transition.

FIA Region I also welcomes the move towards lifecycle emissions accounting, rather than focusing solely on tailpipe emissions, as well as the introduction of flexibility mechanisms such as super-credits for small, affordable EU-made EVs and the “banking and borrowing” of CO₂ credits to help manufacturers meet targets; these measures will help ensure a fair and effective transition for all stakeholders.

The Package’s support for the EU battery industry and the reduction of administrative burden for businesses are positive steps towards strengthening Europe’s industrial base and competitiveness. Regarding the new initiative for corporate fleets, FIA Region I hopes that a balanced approach will be found, allowing businesses to retain freedom of choice in their mobility solutions; it is essential that any measures support both environmental objectives and the operational needs of European companies.

FIA Region I also insists on the urgent need to further accelerate the deployment of charging infrastructure across Europe. We look forward to the upcoming review of the Alternative Fuels Infrastructure Regulation (AFIR) and will continue to advocate for robust and consumer-friendly solutions.

As always, FIA Region I remains committed to protecting the interests of European consumers and ensuring that the transition to sustainable mobility is affordable, fair, and technologically open. We hope that this Automotive Package will lay down the conditions for all stakeholders to work together and meet the challenge of decarbonisation decisively. We stand ready to contribute to this collective effort and to support policies that deliver real benefits for consumers, businesses, and the environment.
