    Call for tender – Research on access to car data: Impacts of new legislation and opportunities for digital services

    The Fédération Internationale de l’Automobile – European Bureau (FIA EB) invites proposals for a comprehensive study on access to vehicle-generated data. This research aims to examine the practical implications of the Data Act and the upcoming amended Annex X of the Type Approval Regulation on vehicle data sharing, while exploring opportunities for emerging digital services in the automotive aftermarket.

     

    Context of the study

    The increasing digitalisation and connectivity of vehicles are fundamentally changing how mobility services are delivered and accessed by consumers. Vehicle-generated data play a growing role in enabling services such as breakdown assistance, maintenance, repair, and innovative mobility solutions. However, limited and uneven access to this data continues to raise concerns regarding consumer choice, competition in the automotive aftermarket, and the ability of independent service providers and Mobility Clubs to operate effectively.

    At EU level, the Data Act introduces horizontal rules to improve access to and use of data generated by connected products, including vehicles, while sector-specific legislation is evolving in parallel. In particular, the forthcoming amendment of Annex X of the Type Approval Regulation is expected to further clarify the conditions under which vehicle data, functions, and resources can be accessed. Together, these developments will have significant practical implications for consumers and for the availability, quality, and affordability of data-driven services.

     

    Objectives of the study

    The selected contractor will conduct research in the following key areas:

     

    1. Impacts of the Data Act and Annex X Amendment

    – Analyse the practical implications of these legislative frameworks for vehicle data sharing, including changes and opportunities for Mobility Clubs.

    – Identify specific challenges and benefits arising from these developments for service provision and operations.

     

    2. Evolving Landscape of Digital Services in the Automotive After market

    – Investigate new opportunities for innovation in the car aftermarket sector, particularly in data-driven services.

    – Provide recommendations for Mobility Clubs on resource allocation and strategic investments to enhance member satisfaction and attract new users.

    – Examine potential partnerships and collaborations with stakeholders in the automotive ecosystem.

     

    Proposal Submission

    Interested parties are invited to submit detailed proposals outlining their approach, methodology, timeline, and budget for the research project.

    Selection Criteria

    Proposals will be evaluated based on the following:

    1. Proven knowledge of digital services and automotive data policies.

    2. A track record of conducting policy impact studies and market analyses in the automotive
    sector.

    3. A clear, detailed, and feasible approach to the study.

    4. Budget competitiveness

    – Proposal Submission Deadline: 28/02/2026

    – Contractor Selection: 20/03/2026

    – Research Commencement: 10/04/2026

    – Delivery of Final Report in English (incl. executive summary and policy recommendations): 17/07/2026

     

    Budget and Payment

    A maximum budget of €40,000 (including VAT, if applicable) is available. 40% of the agreed costs will be paid once the candidate is appointed, and 60% will be paid once the research is concluded and the final report is approved. The budget must include all expenses, including potential travel costs.

    About the FIA European Bureau
