    ETS2 and affordable mobility: Is Europe ready for a fair transition?

    The second EU Emissions Trading System (ETS2) will extend carbon pricing to road transport fuels from 2028, making it a significant policy development affecting motorists and mobility consumers in the coming years.

    While ETS2 is designed to contribute to Europe’s climate objectives, its success will depend largely on how its impacts on consumers are managed. Rising fuel costs may disproportionately affect vulnerable and car-dependent households, particularly in areas where affordable mobility alternatives remain limited. At the same time, the Social Climate Fund and national support measures offer an opportunity to facilitate a fair transition and maintain public support for climate action.

    This event will present the findings of FIA Region I’s study on the impact of ETS2 on mobility costs and provide a platform for discussion between policymakers, industry representatives, consumer organisations and mobility stakeholders on how ETS2 can be implemented in a way that remains socially fair, politically viable and consumer-oriented.

    The debate comes at a crucial moment, as Member States continue preparing their Social Climate Plans and accompanying measures ahead of the start of ETS2 in 2028.

    The event will aim to identify practical solutions and policy priorities that can help ensure that the transition to cleaner mobility is both environmentally effective and affordable for consumers.
