
Clearer rules on refunds, vouchers, and insolvency safeguards for travellers
Brussels, 4 December 2025 – The European Parliament and the Council of the European Union have reached a provisional agreement on revising the Package Travel Directive, updating EU rules that protect consumers booking package holidays.
The revised directive modernises consumer protection in light of evolving booking practices and lessons from recent large-scale travel disruptions and insolvencies. It introduces clearer definitions of what constitutes a travel package, enhanced rights to information before and after booking, and stronger safeguards for cancellations, refunds, and organiser insolvency.
For consumers, this means greater clarity and certainty when booking combined travel services, particularly online. Travellers will benefit from transparent pre-contractual information, clearer cancellation rights in extraordinary circumstances, and vouchers that remain voluntary, refundable, and covered by insolvency protection.

FIA European Bureau contributed to the legislative process through stakeholder consultations, advocating for stronger consumer rights and practical implementation. The organisation welcomes this outcome and looks forward to supporting effective transposition at national level.
The provisional agreement now awaits formal approval by both institutions. Once adopted, Member States will have 28 months to transpose the revised directive into national law.
