Werner Kraus meets with Commissioner Kroes on the Block Exemptions Regulations
Publication date: 09 February 2009
Werner Kraus, President of FIA Region I, participated for the FIA today in a stakeholders' meeting on the Motor Vehicle Block exemption Regulation with Commissioner Neelie Kroes.
The Commissioner's staff undertook extensive research on the nature and impact of the options available to replace the current legislation governing the distribution, sales and aftersales services in the automotive sector. Commissioner Kroes met Werner Kraus, along with other industry stakeholders, in order to assess how the planned changes would affect the different categories of operators in the sector. The issues discussed included:
* Preventing the foreclosure of competing vehicle manufacturers and safeguarding their access to the market * Reinforcing competition between dealers of the same brand by encouraging diversity of distribution systems * Facilitating cross-border trade in motor vehicles * Enabling independent repairer to compete with manufacturers' networks of authorised repairers * Protecting competition with authorised repair network * Facilitating spare parts' producers' access to the aftermarket * Protecting dealer independence vis-a-vis vehicle manufacturers
Werner Kraus stressed key issues on behalf of motoring consumers and the automobile clubs. These included the need to ensure purchasing, repairing and maintaining motor cars remains affordable, safe and environmentally friendly. He also underlined that if automobile clubs are to ensure that members will be put back on the road rather than towed when they break down open access to vehicle manufacturers’ technical information is vital.
